Verdict

The call

Math Learner and Times Tables both sit at 4.6 stars, but that hides the real split: 65% of Times Tables's written reviews are positive against 23% of Math Learner's. Times Tables also leads on monetization model (free with in-app purchases vs subscription) and ads (none vs shown). Math Learner's advantage is ratings volume (121K vs 7K) and iOS requirement (11.0 vs 16). On price, rating, update cadence and in-app purchases there is nothing between them.
