Verdict
The clearest difference is rating: PHP Recipes at 5.0 against phpwin's 4.4. PHP Recipes also leads on ads (none vs shown) and review sentiment (100% vs 75%). phpwin's advantage is update cadence (every 6 weeks vs every 4 months) and ratings volume (37 vs 3). On price, in-app purchases, monetization model and device support there is nothing between them.
