Verdict
The clearest difference is rating: TAN Digital at 4.8 against PhDigital Lib's 3.2. TAN Digital also leads on update cadence (every 2 weeks vs every 6 months) and ratings volume (80 vs 5). PhDigital Lib's advantage is monetization model (free vs ad-supported) and iOS requirement (8.0 vs 15.1). On price, ads, in-app purchases and device support there is nothing between them.
