Verdict
The clearest difference is rating: DVIDS Alerts at 5.0 against SITREP's 4.4. DVIDS Alerts also leads on in-app purchases (none vs 1) and iOS requirement (9.3 vs 15.1). SITREP's advantage is ratings volume (131 vs 2) and chart position (#144 vs unranked). On price, ads and device support there is nothing between them.

Both are free to download. SITREP sells 1 in-app purchase, starting at $9.99 per month. DVIDS Alerts asks for nothing beyond the download.
DVIDS Alerts holds the better App Store score, 5.0 against 4.4. That said, the two scores are not equally well evidenced: SITREP has 131 ratings behind it against 2, so its average is the more settled of the two.
