Verdict
The clearest difference is rating: Civics Flash at 5.0 against USCIS's 4.0. Civics Flash also leads on update cadence (every 6 days vs every 2 months). USCIS's advantage is ratings volume (278 vs 3) and iOS requirement (15.1 vs 26.1). On price, ads, in-app purchases and monetization model there is nothing between them.
