Verdict
The clearest difference is in-app purchases: La Jornada at none against Noroeste's 4. La Jornada also leads on ads (none vs shown) and update cadence (every 5 days vs every 2 months). On price, rating, device support and iOS requirement there is nothing between them.

Both are free to download. Noroeste sells 4 in-app purchases, starting at $6.49 per month. La Jornada asks for nothing beyond the download.
On the App Store both sit at effectively the same score — 5.0 for Noroeste against 4.9 for La Jornada. That said, the two scores are not equally well evidenced: La Jornada has 43 ratings behind it against 1, so its average is the more settled of the two.
