Verdict
The clearest difference is price: ReVu DVR at Free against OBD's $4.99. ReVu DVR also leads on rating (5.0 vs 2.8). OBD's advantage is ratings volume (13 vs 2) and iOS requirement (9.0 vs 15.6). On ads, in-app purchases and device support there is nothing between them.

ReVu DVR is free to download; OBD costs $4.99 up front. Neither carries in-app purchases, so what you see is what you pay.
ReVu DVR holds the better App Store score, 5.0 against 2.8. That said, the two scores are not equally well evidenced: OBD has 13 ratings behind it against 2, so its average is the more settled of the two.
