Verdict
The clearest difference is rating: World Book eBook at 3.1 against Comics Plus's 2.5. World Book eBook also leads on iOS requirement (11.0 vs 15.1). Comics Plus's advantage is review sentiment (20% vs 0%) and ratings volume (103 vs 7). On price, update cadence, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
World Book eBook holds the better App Store score, 3.1 against 2.5. That said, the two scores are not equally well evidenced: Comics Plus has 103 ratings behind it against 7, so its average is the more settled of the two. Written reviews complicate that: 0% of World Book eBook's written reviews are positive against 20% of Comics Plus's, so the app with the better star average is not the one people write more warmly about.
Both ship on a similar rhythm, roughly every 2 months. The most recent releases landed on November 2, 2026 and November 3, 2026 respectively.
