Verdict
The clearest difference is rating: Raheeb at 4.6 against الكتابة على الصور's 3.3. Raheeb also leads on ratings volume (2.1K vs 3). الكتابة على الصور's advantage is in-app purchases (none vs 2) and iOS requirement (9.0 vs 15.0). On price, ads and device support there is nothing between them.

Both are free to download. Raheeb sells 2 in-app purchases, starting at $5.99 per month. الكتابة على الصور asks for nothing beyond the download.
Raheeb holds the better App Store score, 4.6 against 3.3. That said, the two scores are not equally well evidenced: Raheeb has 2.1K ratings behind it against 3, so its average is the more settled of the two.
