Verdict
The clearest difference is update cadence: IMLeagues at every 3 months against PLU Rec's every 25 months. IMLeagues also leads on ratings volume (9.8K vs 49) and chart position (#89 vs unranked). PLU Rec's advantage is rating (4.9 vs 4.6) and iOS requirement (13.0 vs 16.6). On price, ads, in-app purchases and monetization model there is nothing between them.
