Verdict
The clearest difference is rating: AUST EEE Archive at 5.0 against IEEE's 4.1. AUST EEE Archive also leads on iOS requirement (12.0 vs 16.6). IEEE's advantage is ratings volume (123 vs 2) and update cadence (every 5 weeks vs every 6 months). On price, ads, in-app purchases and monetization model there is nothing between them.
