Verdict
The clearest difference is rating: Cloud VPN at 4.2 against ARuler's 1.0. Cloud VPN also leads on update cadence (fortnightly vs every 3 months) and ratings volume (520 vs 1). ARuler's advantage is ads (none vs shown) and monetization model (free vs free with in-app purchases). On price, in-app purchases and device support there is nothing between them.

Both are free to download. ARuler sells 1 one-off in-app purchase and Cloud VPN sells 3 in-app purchases, starting at $4.99 per 7 days. Whichever you choose, the download price is not the number that matters.
Cloud VPN holds the better App Store score, 4.2 against 1.0. That said, the two scores are not equally well evidenced: Cloud VPN has 520 ratings behind it against 1, so its average is the more settled of the two.
ARuler ships an update every 3 months, Cloud VPN fortnightly. The most recent releases landed on September 20, 2026 and October 2, 2026 respectively.
