Verdict
The clearest difference is rating: 看图猜明星 at 5.0 against MangoTV's 2.0. 看图猜明星 also leads on in-app purchases (none vs 24). MangoTV's advantage is ads (none vs shown) and ratings volume (730 vs 4). On price, device support and iOS requirement there is nothing between them.

Both are free to download. MangoTV sells 21 in-app purchases, starting at $1.99 per month. 看图猜明星 asks for nothing beyond the download.
看图猜明星 holds the better App Store score, 5.0 against 2.0. That said, the two scores are not equally well evidenced: MangoTV has 730 ratings behind it against 4, so its average is the more settled of the two.
