Verdict
The clearest difference is rating: 随机轮盘 at 5.0 against MangoTV's 2.0. 随机轮盘 also leads on in-app purchases (none vs 24) and iOS requirement (11.0 vs 13.0). MangoTV's advantage is ratings volume (729 vs 1). On price, ads and device support there is nothing between them.

Both are free to download. MangoTV sells 21 in-app purchases, starting at $1.99 per month. 随机轮盘 asks for nothing beyond the download.
随机轮盘 holds the better App Store score, 5.0 against 2.0. That said, the two scores are not equally well evidenced: MangoTV has 729 ratings behind it against 1, so its average is the more settled of the two.
