Verdict
The clearest difference is review sentiment: Outwest at 100% against Blink Kuwait's 48%. Outwest also leads on rating (5.0 vs 4.6) and monetization model (ad-supported vs free with in-app purchases). Blink Kuwait's advantage is ads (none vs shown) and ratings volume (1.5K vs 29). On price, update cadence, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Outwest holds the better App Store score, 5.0 against 4.6. That said, the two scores are not equally well evidenced: Blink Kuwait has 1.5K ratings behind it against 29, so its average is the more settled of the two. Written reviews point the same way: 48% of Blink Kuwait's written reviews are positive against 100% of Outwest's.
Both ship on a similar rhythm, roughly every 2 months. Both last shipped on October 24, 2026.
