Verdict
The clearest difference is in-app purchases: Risalat Learning at none against Quranic's 4. Risalat Learning also leads on review sentiment (100% vs 87%) and iOS requirement (13.0 vs 16.0). Quranic's advantage is ratings volume (4.2K vs 47) and update cadence (every 3 weeks vs every 2 months). On price, rating, ads and device support there is nothing between them.
