Verdict
The clearest difference is rating: Tuvo Pay at 5.0 against Tinq's 3.9. Tinq's advantage is in-app purchases (none vs 2) and ratings volume (11 vs 1). On price, ads and device support there is nothing between them.

Both are free to download. Tuvo Pay sells 2 in-app purchases, starting at $5.99 per month. Tinq asks for nothing beyond the download.
Tuvo Pay holds the better App Store score, 5.0 against 3.9. That said, the two scores are not equally well evidenced: Tinq has 11 ratings behind it against 1, so its average is the more settled of the two.
