Verdict
The clearest difference is review sentiment: Opto at 50% against Reflex's 0%. Opto also leads on monetization model (free with in-app purchases vs subscription) and iOS requirement (12.1 vs 17.6). Reflex's advantage is rating (3.5 vs 3.0) and ratings volume (23 vs 2). On price, ads, in-app purchases and device support there is nothing between them.

Both are free to download. Reflex sells 5 in-app purchases, starting at $1.99 per month and Opto sells 2 in-app purchases, starting at $34.99 per month. Whichever you choose, the download price is not the number that matters.
Reflex holds the better App Store score, 3.5 against 3.0. That said, the two scores are not equally well evidenced: Reflex has 23 ratings behind it against 2, so its average is the more settled of the two. Written reviews complicate that: 0% of Reflex's written reviews are positive against 50% of Opto's, so the app with the better star average is not the one people write more warmly about.
