The clearest difference is monetization model: Cedarfalls Slips at free with in-app purchases against DriverMonitor's subscription. DriverMonitor's advantage is update cadence (every 6 weeks vs every 10 months) and ratings volume (19 vs 2). On price, rating, review sentiment and ads there is nothing between them.
