Verdict
The clearest difference is ads: 电视直播TV at none against PacificFM's shown. 电视直播TV also leads on ratings volume (5.7K vs 7) and monetization model (free vs ad-supported). PacificFM's advantage is iOS requirement (9.0 vs 12.0). On price, rating, update cadence and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.7 for PacificFM against 4.7 for 电视直播TV. That said, the two scores are not equally well evidenced: 电视直播TV has 5.7K ratings behind it against 7, so its average is the more settled of the two.
