Both are free to download. Potato S Chat sells 8 one-off in-app purchases. Cipchat asks for nothing beyond the download.
Cipchat holds the better App Store score, 4.8 against 4.3. That said, the two scores are not equally well evidenced: Cipchat has 60 ratings behind it against 6, so its average is the more settled of the two. Written reviews complicate that: 20% of Cipchat's written reviews are positive against 94% of Potato S Chat's, so the app with the better star average is not the one people write more warmly about.
