背景介绍 北京中招互连应用科技有限公司依照《关于公共资源交易平台整合共享的指导意见》 (国办函[2019] 41号)、《电子招标投标办法》 (发改委20号令)以及《"互联网+"招标采购行动方案(2017-2019年)》 (发改法规【2017】357号)的规定，承担着研发、支持和促进数字证书(CA)跨平台、跨部门、跨区域兼容互认，逐步实现全国互认以及主体注册共享等交易保障服务的职责。 功能描述 1、在线办理：通过APP实现数字证书(CA)和电子签章，实现远程在线开通办理; 2、注册共享:基于统一入口、人脸识别、移动CA证书、手机扫码等，实现主体注册信息在不同交易平台扫码自动注册、共享登录的跨平台、跨区域信息共享、更新，免除用户重复提交、平台重复审核的工作; 3、CA互认:用户可在一个手机申领多张CA证书，并在不同的交易平台扫码使用不同的落地CA证书，实现数字证书(CA)的跨平台、跨部门、跨区域互认; 4、签章互认:用户可在一个手机申领多个印章，并在不同的交易平台扫码使用不同印章公司的印章，实现电子印章的的跨平台、跨部门、跨区域互认; 5、授权管理: 机构或个人在业务流程中，完成在线授权管理； 6、取消硬件：取代传统硬件KEY有形介质，实现CA证书管理、印章管理，解决了原硬件KEY携带困难、易损坏丢失、认锁不认人的问题。 服务宗旨 “三个不变”：CA发证主体不变；收费模式不变；交易平台选择CA机制不变。 “三个转变”：办理CA途径转变，收费节点转变；换证方式转变。
