Verdict
The clearest difference is rating: NUS Timesheet at 5.0 against ICML's 3.0. NUS Timesheet also leads on iOS requirement (13.4 vs 15.1). ICML's advantage is update cadence (every 10 days vs every 5 months) and ratings volume (8 vs 1). On price, ads, in-app purchases and monetization model there is nothing between them.
