Verdict
The clearest difference is price: VeVe Comics Reader at Free against cMate's $3.99. VeVe Comics Reader also leads on ratings volume (55 vs 1) and rating (4.3 vs 4.0). cMate's advantage is review sentiment (100% vs 68%) and iOS requirement (10.0 vs 12.0). On ads, in-app purchases and device support there is nothing between them.

VeVe Comics Reader is free to download; cMate costs $3.99 up front. Neither carries in-app purchases, so what you see is what you pay.
VeVe Comics Reader holds the better App Store score, 4.3 against 4.0. That said, the two scores are not equally well evidenced: VeVe Comics Reader has 55 ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 100% of cMate's written reviews are positive against 68% of VeVe Comics Reader's, so the app with the better star average is not the one people write more warmly about.
