Verdict
The clearest difference is rating: MapGenie at 4.5 against Tempedia's 3.3. Tempedia's advantage is ads (none vs shown) and review sentiment (45% vs 33%). On price, ratings volume, in-app purchases and monetization model there is nothing between them.

Both are free to download. Tempedia sells 3 one-off in-app purchases and MapGenie sells 1 one-off in-app purchase. Whichever you choose, the download price is not the number that matters.
MapGenie holds the better App Store score, 4.5 against 3.3. Both are backed by a comparable volume of ratings — 25 and 49 respectively. Written reviews complicate that: 45% of Tempedia's written reviews are positive against 33% of MapGenie's, so the app with the better star average is not the one people write more warmly about.
