Verdict
The clearest difference is ads: Ruby Rewards at none against Bessinger's BBQ's shown. Ruby Rewards also leads on ratings volume (35K vs 1) and monetization model (free vs ad-supported). Bessinger's BBQ's advantage is rating (5.0 vs 4.8) and iOS requirement (9.0 vs 15.6). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Bessinger's BBQ holds the better App Store score, 5.0 against 4.8. That said, the two scores are not equally well evidenced: Ruby Rewards has 35K ratings behind it against 1, so its average is the more settled of the two.
