Verdict
The clearest difference is in-app purchases: ServerPanel at none against ServerCat's 3. ServerPanel also leads on rating (5.0 vs 4.6). ServerCat's advantage is ratings volume (996 vs 1) and update cadence (every 5 days vs every 3 weeks). On price, ads, monetization model and device support there is nothing between them.
