Verdict
The clearest difference is rating: Device Info Tool at 4.2 against Spectre VPN's 3.9. Spectre VPN's advantage is ratings volume (249 vs 5) and monetization model (free vs ad-supported). On price, review sentiment, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Device Info Tool holds the better App Store score, 4.2 against 3.9. That said, the two scores are not equally well evidenced: Spectre VPN has 249 ratings behind it against 5, so its average is the more settled of the two. Written reviews complicate that: 68% of Spectre VPN's written reviews are positive against 67% of Device Info Tool's, so the app with the better star average is not the one people write more warmly about.
Spectre VPN ships an update every 2 weeks, Device Info Tool monthly. Both last shipped on October 25, 2026.
