Verdict
The clearest difference is ads: Refined GitHub at none against Developer Utilities's shown. Refined GitHub also leads on ratings volume (88 vs 1) and review sentiment (73% vs 50%). Developer Utilities's advantage is rating (5.0 vs 4.6) and iOS requirement (13.0 vs 16.4). On price, update cadence, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Developer Utilities holds the better App Store score, 5.0 against 4.6. That said, the two scores are not equally well evidenced: Refined GitHub has 88 ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 73% of Refined GitHub's written reviews are positive against 50% of Developer Utilities's, so the app with the better star average is not the one people write more warmly about.
Both ship on a similar rhythm, roughly every 6 weeks. The most recent releases landed on October 19, 2026 and October 17, 2026 respectively.
