Verdict
The clearest difference is rating: Developer Utilities at 5.0 against BLE Automation's 1.0. Developer Utilities also leads on in-app purchases (none vs 1). BLE Automation's advantage is review sentiment (67% vs 50%) and iOS requirement (10.0 vs 13.0). On price, ratings volume, ads and device support there is nothing between them.

Both are free to download. BLE Automation sells 1 one-off in-app purchase. Developer Utilities asks for nothing beyond the download.
Developer Utilities holds the better App Store score, 5.0 against 1.0. Both are backed by a comparable volume of ratings — 1 and 1 respectively. Written reviews complicate that: 50% of Developer Utilities's written reviews are positive against 67% of BLE Automation's, so the app with the better star average is not the one people write more warmly about.
