Verdict
The clearest difference is price: Luna Controller at Free against Toxic Army's $0.99. Luna Controller also leads on ratings volume (7.7K vs 1). Toxic Army's advantage is rating (5.0 vs 4.6) and update cadence (fortnightly vs monthly). On ads, in-app purchases, device support and iOS requirement there is nothing between them.
