Verdict
The clearest difference is rating: Widget Maker at 4.3 against Today's Widget's 3.5. Widget Maker also leads on ratings volume (167 vs 8). Today's Widget's advantage is ads (none vs shown) and monetization model (free vs ad-supported). On price, review sentiment, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Widget Maker holds the better App Store score, 4.3 against 3.5. That said, the two scores are not equally well evidenced: Widget Maker has 167 ratings behind it against 8, so its average is the more settled of the two. Written reviews complicate that: 43% of Widget Maker's written reviews are positive against 50% of Today's Widget's, so the app with the better star average is not the one people write more warmly about.
