Verdict
The clearest difference is in-app purchases: Fair VPN at none against Leaf VPN's 2. Fair VPN also leads on rating (4.2 vs 3.8) and ratings volume (1.4K vs 389). Leaf VPN's advantage is update cadence (every 2 weeks vs monthly). On price, review sentiment, ads and device support there is nothing between them.

Fair VPN holds the better App Store score, 4.2 against 3.8. Both are backed by a comparable volume of ratings — 1.4K and 389 respectively.
