Verdict
The clearest difference is rating: WP Manager for MainWP at 5.0 against Woocer's 4.5. WP Manager for MainWP also leads on update cadence (every 4 days vs every 2 months). Woocer's advantage is ratings volume (110 vs 1). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Woocer sells 6 in-app purchases, starting at $6.99 per month and WP Manager for MainWP sells 1 in-app purchase, starting at $29.99 per year. Whichever you choose, the download price is not the number that matters.
WP Manager for MainWP holds the better App Store score, 5.0 against 4.5. That said, the two scores are not equally well evidenced: Woocer has 110 ratings behind it against 1, so its average is the more settled of the two.
