Currently, iOS does not allow that. You can still track data per SIM / eSIM, if you allow one SIM / eSIM connection at a time. This can be configured in the Device Settings. - Roaming Data Plan cannot automatically track when you go roaming. This might be possible in the future with location-based tracking.
