Verdict
The clearest difference is rating: EMPIRE REPORT APP at 5.0 against C's 3.9. EMPIRE REPORT APP also leads on ads (none vs shown) and monetization model (free vs ad-supported). C's advantage is ratings volume (634 vs 1) and update cadence (every 2 months vs every 6 months). On price, in-app purchases and device support there is nothing between them.
