Verdict
The clearest difference is in-app purchases: GemCode at none against Guess the Rule's 1. Guess the Rule's advantage is rating (4.8 vs 4.5) and ratings volume (37 vs 2). On price, review sentiment, ads and device support there is nothing between them.

Both are free to download. Guess the Rule sells 1 one-off in-app purchase. GemCode asks for nothing beyond the download.
Guess the Rule holds the better App Store score, 4.8 against 4.5. That said, the two scores are not equally well evidenced: Guess the Rule has 37 ratings behind it against 2, so its average is the more settled of the two. Written reviews split almost evenly too, at 100% and 100% positive.
