Verdict
The clearest difference is rating: Twerk Master at 4.3 against Spank Master's 3.7. Twerk Master also leads on ads (none vs shown) and ratings volume (1.4K vs 3). Spank Master's advantage is review sentiment (100% vs 73%) and iOS requirement (11.0 vs 13.0). On price, in-app purchases, monetization model and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Twerk Master holds the better App Store score, 4.3 against 3.7. That said, the two scores are not equally well evidenced: Twerk Master has 1.4K ratings behind it against 3, so its average is the more settled of the two. Written reviews complicate that: 73% of Twerk Master's written reviews are positive against 100% of Spank Master's, so the app with the better star average is not the one people write more warmly about.
