Verdict
The clearest difference is in-app purchases: Tax Compare at none against PayCal+'s 5. PayCal+'s advantage is update cadence (every 10 days vs every 5 months) and ratings volume (5 vs 1). On price, rating, ads and device support there is nothing between them.

On the App Store both sit at effectively the same score — 5.0 for Tax Compare against 5.0 for PayCal+. That said, the two scores are not equally well evidenced: PayCal+ has 5 ratings behind it against 1, so its average is the more settled of the two.
