The clearest difference is rating: Bay Transit Express at 4.8 against ConnectingVA's 3.9. Bay Transit Express also leads on ratings volume (50 vs 14) and iOS requirement (15.0 vs 17.0). ConnectingVA's advantage is review sentiment (60% vs 33%) and monetization model (free vs free with in-app purchases). On price, update cadence, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Bay Transit Express holds the better App Store score, 4.8 against 3.9. Both are backed by a comparable volume of ratings — 50 and 14 respectively. Written reviews complicate that: 33% of Bay Transit Express's written reviews are positive against 60% of ConnectingVA's, so the app with the better star average is not the one people write more warmly about.
