Verdict
The clearest difference is in-app purchases: SMART at none against Quakes Today's 1. SMART also leads on iOS requirement (12.0 vs 17.0). Quakes Today's advantage is ratings volume (8 vs 1). On price, rating, ads and device support there is nothing between them.

Both are free to download. Quakes Today sells 1 one-off in-app purchase. SMART asks for nothing beyond the download.
On the App Store both sit at effectively the same score — 5.0 for Quakes Today against 5.0 for SMART. That said, the two scores are not equally well evidenced: Quakes Today has 8 ratings behind it against 1, so its average is the more settled of the two.
