Verdict
The clearest difference is update cadence: MDS Torah at fortnightly against PAS CONNECT's every 3 months. MDS Torah also leads on monetization model (free vs free with in-app purchases) and iOS requirement (12.0 vs 16.6). PAS CONNECT's advantage is ratings volume (182 vs 1). On price, rating, ads and in-app purchases there is nothing between them.
