Verdict
The clearest difference is review sentiment: Sparta at 68% against TVCOM live stream's 4%. Sparta also leads on ads (none vs shown) and update cadence (weekly vs every 17 months). TVCOM live stream's advantage is rating (5.0 vs 3.8) and device support (3 vs 1). On price, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
TVCOM live stream holds the better App Store score, 5.0 against 3.8. That said, the two scores are not equally well evidenced: Sparta has 6 ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 68% of Sparta's written reviews are positive against 4% of TVCOM live stream's, so the app with the better star average is not the one people write more warmly about.
Sparta ships an update weekly, TVCOM live stream every 17 months. Both last shipped on November 3, 2026.
