The clearest difference is in-app purchases: QR Debug at none against Keylines's 1. QR Debug also leads on ratings volume (5 vs 1). On price, rating, ads and monetization model there is nothing between them.

Both are free to download. Keylines sells 1 one-off in-app purchase. QR Debug asks for nothing beyond the download.
On the App Store both sit at effectively the same score — 5.0 for QR Debug against 5.0 for Keylines. That said, the two scores are not equally well evidenced: QR Debug has 5 ratings behind it against 1, so its average is the more settled of the two.
