Verdict
The clearest difference is in-app purchases: Mahsa VPN at none against ShadowShare's 3. Mahsa VPN also leads on ads (none vs shown). ShadowShare's advantage is rating (4.7 vs 4.4) and ratings volume (367 vs 19). On price, review sentiment and device support there is nothing between them.

Both are free to download. ShadowShare sells 3 in-app purchases, starting at $3.99 per month. Mahsa VPN asks for nothing beyond the download.
ShadowShare holds the better App Store score, 4.7 against 4.4. That said, the two scores are not equally well evidenced: ShadowShare has 367 ratings behind it against 19, so its average is the more settled of the two. Written reviews complicate that: 60% of ShadowShare's written reviews are positive against 67% of Mahsa VPN's, so the app with the better star average is not the one people write more warmly about.
