Verdict
The clearest difference is rating: Cignal Play at 4.6 against Philippines Live's 1.0. Cignal Play also leads on ratings volume (398 vs 1). Philippines Live's advantage is in-app purchases (none vs 6) and iOS requirement (12.4 vs 14.0). On price, update cadence, ads and device support there is nothing between them.
