Verdict
The clearest difference is update cadence: Anker Power at fortnightly against Link App's every 3 months. Anker Power also leads on ratings volume (1.4K vs 5). Link App's advantage is iOS requirement (11.0 vs 15.1). On price, rating, review sentiment and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.5 for Anker Power against 4.6 for Link App. That said, the two scores are not equally well evidenced: Anker Power has 1.4K ratings behind it against 5, so its average is the more settled of the two. Written reviews are what separate them: 70% of Anker Power's written reviews are positive against 67% of Link App's.
