Verdict
The clearest difference is price: PDF Edit Reader at Free against CHMate+'s $9.99. PDF Edit Reader also leads on iOS requirement (9.0 vs 26.0). CHMate+'s advantage is rating (3.8 vs 2.0) and update cadence (every 2 weeks vs every 2 months). On ads, in-app purchases, monetization model and device support there is nothing between them.
