Verdict
The clearest difference is review sentiment: AStamp at 100% against SCP Dictionary's 40%. AStamp also leads on rating (5.0 vs 3.0) and ads (none vs shown). SCP Dictionary's advantage is ratings volume (5 vs 1) and iOS requirement (15.0 vs 18.6). On price, update cadence, in-app purchases and device support there is nothing between them.
