Verdict
The clearest difference is in-app purchases: חק לישראל at none against Master Mishna's 12. חק לישראל also leads on ratings volume (5 vs 1) and iOS requirement (7.0 vs 12.0). Master Mishna's advantage is update cadence (every 3 weeks vs every 24 months). On price, rating, review sentiment and ads there is nothing between them.

On the App Store both sit at effectively the same score — 5.0 for חק לישראל against 5.0 for Master Mishna. That said, the two scores are not equally well evidenced: חק לישראל has 5 ratings behind it against 1, so its average is the more settled of the two.
